N44 falls in the restrained DLC camp of Paradox games, with only 3 or 4. Maybe the DLC situation has something to do with it. It seems kind of crazy to me that Eugene/Paradox would give GOG the license for SD2 but not N44. N44 has a very good 8-part hands on tutorial introducing most of the important concepts in the game.
Last I checked, which was a while ago, SD2 had no tutorial. It'd be really helpful for prospective Steel Division 2 buyers to have the chance to buy Normandy 44 first.
